He is looking for software or cheap hardware and software to make
some computer (UNIX system, DOS system, whatever) pretend like it
is a FAX machine.

There are several products for (IBM type) PCs that do FAX emulation.  I
can't name any, but I suspect if you through something like PC magazine
you'll find some ads.
