Modems that connect directly to an RJ-11 outlet (i.e. all modems) are FCC registered to certify that they cannot cause harm to the telephone system. My understanding is that it voids the registration for anyone besides the factory to work on a modem. Are there any cheap and legal ways to get modems fixed?
