I had some problems with my USR Courier thinking it reached a busy when
it got the TrailBlazer mating call (Moose call?) so I made the switch, I
would guess the folks at Telebit did too, otherwise they would not have
provided the switch and would not have made such a big issue of setting
the timeout to 1 min when dialing a PEP site in the manual.  Happily this
is one of the switches that does not have any side efects other than PEP
modems needing a longer timeout when dialing in, at least, I ran into none
when writing the uucp/tip dialers and things have been smooth on incomming
calls once PEP callers were informed that they would have to extend the
timeout on their end.  Dumb modems like the Hayes 1200 and the Western
Electric 212a/103j don't know the difference beyond having to wait longer
for their own mating call.
