[comp.dcom.modems] modem fallback from 2400 to 1200

Recently I have been trying (completely without success)
to talk between an INMAC 2400 baud modem and a USR 2400
modem.  No matter what I try I always get a fallback from
2400 to 1200.  I figured that it was some problem between
the INMAC and the USR since both seemed to talk to other
sites okay.  Recently I began messing with my Telebit at
the lower speeds and discovered that not only did I get
the fallback to 1200 between the Telebit and the USR, I
also got it between the Telebit and the INMAC.  I'm obviously
doing something wrong but I've tried everything I can think
of and cannot get it working.  We're running on a SUN 3/280
with SUN 3.2/OS, the Telebit setting are those recommended
by Telebit (although I've tried some others).  All concerned
modems talk just fine at 1200 and the Telebit works fine at
9600 and 19200.
