Well, here's the scoop.

CCITT V.42 (modem MNP / Lap-M error detection/correction protocols)
defines hardware flagging as is commonly used by modems (Section 7.3.1).
The critical part is that instead of using Ready to Send (signal 105),
Ready For Receiving (signal 133, defined in V.24) is used.  But don't
despair, signal 133 will be tied to the same pin (pin 4) as RTS by the
ISO 2110 committee.  However, I don't know at what stage the 2110 committee
is at in this process.  

Also note that the definition for CTS in V.24 was changed by CCITT
(November 1988 plenary session) so that the use of CTS for flow control is
fully accomodated.
