As far as I know Advanced MicroDevices produce a chip called AM-7910
which is a full Bell 103/202, CCITT V21/V23 modem at a very modest cost.
The exact mode of operation is set by a combination of 1's and 0's on
5 of its 24 pins. Appart from the 7910, a few simple componets, a
phone line interface and a quartz xtal at 2.4576 Mhz are required for
a complete modem.
