I have had good luck with Atlas modems.  Direct from the company (quantity
one) the 2400 bps external was on the order of $95.  You have to set
the &D3 parameter to get it to work with DTR, but once done seems to
work well.

I have not tried it as a BBS modem but I have used it to call UNIX systems.
Neither have I used it for long-distance connections very much.  But at
$95 (external) or $79 (internal) you can afford to take a little quality
hit.

They come with about $15 worth of credit on Compuserve and free signups
for Genie, too.

Note that these prices are direct from the company--I don't have the
phone number, but they're out of California--and they have a $200
minimum order.  If anyone's interested I'm going to get that number
