[comp.dcom.modems] Hayes 2400 Weirdness

We have a number of Hayes modems.  My question is this:
how come we have had so many weird problems with the 
Hayes 2400 and not the Hayes 1200?

1)  Modem generates scads of garbage on the line every
    30-45 seconds.

2)  Modem forces phone line to appear to be busy so 
    you can't dial in.

Any comments on this strange Hayes 2400 behavior?
