From the messages I have seen in Usenet and on the BBS circuit, it appears
that many of the modem manufacturers are having problems with their first
attempts at V.32-compliance (or, in many cases, problems with their first
attempts at V.42bis compliance).  They'll straighten things out over time
(or else the marketplace will straighten things out for them), but until
they do, it would seem wise to select your V.32 modem vendor carefully.
