Can anyone tell me if 2400 baud is acheivable on the Commodore 64?

I have heard both that it is and is not...

Yes, it is not only possible, but implemented in several cases.

I am proud to have been part of the team that developed IMAGE BBS, 
which was the first BBS program to support 2400 baud on the C=64.
Along with the help of Transactor Magazine, and Ray Kelm, a
programming whiz, the RS-232 r~routines were redone to support 2400
very reliably. 

There are several term programs which now support 2400, many of them
public domain.
