[net.unix-wizards] /etc/security doesn't work?

I've tried /etc/security with devices I want to restrict root from
and all devices I want to restrict root to.... and neither scenario
works.  Is /etc/security broken or what?  Is there some special
syntax I must use and what is it?

The name of the file is /etc/securetty, not /etc/security.  This
is the list of terminals which are considered secure.
