Can a v.32 modem "talk" to a v.32bis modem, and if so, what will be the
result?

Yes.  Compliance with Recommendation V.32bis requires the 
implementation to automatically fall back and interoperate with V.32 
modems at 4800 and 9600 bps.  The V.32 modem will think it is 
connected to another V.32 modem, and should work just fine.
