Have you checked to make sure that each drive physically believes that
it is a different drive?  Try hooking them up one at a time and seeing
whether they respond to similar drive numbers, or to more than one
drive number.  The latter is important if, e.g., drive 0 also responds
to 2; then any attempt to access drive 2 will get both drives
responding, with an almost guaranteed error condition.
