[comp.terminals] curiosity

I've got a question for all the POWER TERMINAL users out there..
at our campus we have vt220,vt240,vt320,vt340's running around and we all know
how much fun they can be with the right software :)
I've been playing with the soft load character sets and have run across an
annoying problem.. it seems that DEC (in it's INFINITE wisdom) does not allow
(according to the docs/experiments) a soft load set to set the last bits in
a column.. 
I.E.  I'm using a vt240 right now..
characters are an 8 by 10 matrix put into the screen's 10 by 10 matrix..
leaving 2 bits blank no matter what I try..
my QUESTION:
Has any really smart person (or someone from within DEC.. HELLLLLLOOOOO?)
found a way to set these last bits..

I want to replace the standard line-drawing set with a double line or
picture frame.. and it's looks stuped with a knash every character.

ANY info in this field would be greatly appriciated..
