[comp.terminals] Supporting foreign character sets

I'm looking for a little advise on how to support foreign character sets.
Right now, our software is all in English, including some proprietary
database languages we have written.  We would like to support foreign
character sets and are confronting a number of different problems.

There just aren't enough characters that you can sacrifice from U.S.
ASCII to exchange for accents and other special notations.  If you try
to do this in 7 bits, then you end up giving up various desired special
characters, such as '[', '|', and ']' which are pretty necessary for Unix.

Changing to 8 bits (I've heard about ISO Latin One(?)) which specifies
a standard which covers most European characters.  This might be okay
if we had an editor that supports 8 bit characters (our 'vi' would spit
them out).

In addition, in Spanish, for example, the accent character can really
go on top of several different characters.  Are there any editors that
support this as well?

Any advice would be of help.
