[comp.terminals] Changing User Defined Keys on a DEC VT320

What is the Escape code sequence I can send to a VT320 to change the
output of the user defined keys (they are the shifted F6 through F20)?

And why is the keyboard arangement for the DEC terminals so lousy? F1
through F5 aren't usable as function keys, yet they are labeled as
such. ESC is F11 is vt100 mode, but unavailable in VT300 mode (unless
you make the ~/` key an ESC). And why do so many other terminal makers
duplicate this bad arrangement?
