[comp.mail.uucp] UUCP for pc

I recently set up UUPC at home.  According to the docs, a future version 
would be adding a uucp command.  Has this been done?  If so, where can I 
get a copy?  (my uupc.exe file is dated 8-27-87)

I can not FTP, so I would appreciate it if someone would mail it to me (if it
exists).
