A friend of mine does not have acces to anything but VAX'es running VMS. Is there uucp and news software available for VMS ? As SILLY as this might sound, he could try snagging a copy of UUPC and try compiling the C code so that it would work on the VAX. There might even be a VMS compile switch for it. Also, I think that NNTP might even work on VMS; I think it has a "VAX" compile switch. Finally, I recall a basic kind of document kinda getting into this in news.newusers..

Finally, I recall The Dutch user said that he had a wierd operating system; to me, this implies he is not running any UNIX or VMS. There is no VMS compile switch in the copy of UUPC *I* have, and to my knowledge there is separate VMS version, although they were working on it. The interim.arc is just that, an interim release, and I know for a fact that certain things are broken in it (like the Hayes support) because I fixed my copy; I am going to send them my updates and let them decide what do with my hacks.
