[comp.mail.uucp] Internet/UUCP --> MCI MAIL, who pays??

I'm not an MCI MAIL subscriber (but I play one on TV...no, wait, this
isn't alt.humor.oracle), so I'm curious about something.  As I understand it, 
there are two types of MCI MAIL accounts: those that pay for letters they 
send, those that pay for letters they receive (like a WATS line).  (BTW, what 
are the current rates?)

When someone sends UUCP or Internet mail via mcimail.com to an MCI MAIL
subscriber, does the receiver on MCI MAIL pay for the e-mail, even if that is 
not the 'normal' course of events for that account?
