[comp.mail.uucp] where to connect a uucp-site in Bolivia

The computer science department at Utrecht University (the Netherlands)
works together with the Univrsity of Cochabamba, Bolivia.
We would like them to be reachable by email.

Can somebody suggest a cheap way to set them up ?
