Can somebody tell me what x.400 is ? Also is vms mail complying to x.400 ?

X.400 is the name of a standard put out by CCITT. Generally when
people say X.400 they mean the X.400 Series of Recommendations|MOTIS.
These are a series of standards documents from CCITT and ISO which
provide store and forward messaging. The most common usage of this
standard is as a basis for electronic mail.
X.400 is a superset of the functionality available on the internet
and includes usage of non-text messages, a Directory, etc.
I believe the standard VMS product is not compliant to X.400 but

I agree that the native DEC mail system is not X.400 curtently, but DECnet Phase V is to be full ISO (whatever that means). This will include supporting X.400 and X.500 directory service (or whatever they are calling it these days). There are at least two add on commerical packages for X.400 that run on Vax/VMS machines today. Cheers, Mark A. Here in Germany we have a field test, sponsored by the Deutsche Bundespost.
