[comp.emacs] Emacs 18.48

GNU Emacs version 18.48 is now available in a tar file on prep.
(Compressed and split tar files are normally made by users
when they get around to it.)  Diffs from 18.47 are about 300k.
They consist mostly of bug fixes, plus a few new files.

There may be one or two more releases of Emacs 18, in perhaps a month,
for fixing any newly-introduced bugs.  But perhaps none will be needed
and 18.48 will be the last.
