[comp.emacs] Getting M-emacs 3.9

I note some mumbo-jumbo about getting micro-emacs 3.9 by means of
something called "anonymous ftp".  I don't really know what this is, but
I believe it is limited to the ARPAnet.  True?  Will plain uucp sites be
able to get it, too?  If so, how?  I thank in advance anyone who cares
to answer the questions of this not-very-knowledgeable net-person, just
as I thank all those who provided me with useful information about
regular expression syntax, a few weeks back.  I'm learning.

And *is* Micro-scribe available anywhere?

Ohio State Computer & Info Science will add MicroEmacs 3.9 to the list
of things provided via UUCP from the system osu-cis.  You pay for the
phone call to get it in Columbus, we provide the system from which to
pick it up.  After we've got it and we've updated our instructions
accordingly, we'll post them to an Appropriate Place, probably
comp.emacs and comp.sources.d.
