Has anyone seen/developed an outline processor ala MORE or ThinkTank for Emacs? How difficult would it be to develop?

I don't know those two, but I use outline mode as distributed and enjoy it. With judicious use of local variables it can be made to outline nroff -ms or nroff -me source. I haven't figured out how to be in outline-nroff mode rather than outline-text, though. xoxorich.
