GNU can do it; MicroEmacs can do it; and we have macros for Gosling/Unipress Emacs to do it (`picture mode', by Bruce Israel). Even vi should be able to do it, if you are willing to wait for it to simulate a Turing machine simulating Emacs! :-) [ref old posting in comp.unix.wizards, which had vi running a Turing machine] And of course the [G]Rand editor has no trouble at all with rectangles. It's nice to know that rectangular moves are available for all these versions of emacs; however, if I don't have them on my system I can't use them.
