I plan on buying a new terminal for personal use. Since I use Emacs a
good bit, a Meta key is high on my list of requirements. An escape
key, even a reasonably placed one, is a poor substitute.
[...]
Are the last three really the only choices I have? Does anyone have
any other recommendations?

The Televideo 825, 950, 970, .... have a meta key, labelled `FUNCT.'
It generates a three-character sequence, ^A-key-^M, but sufficiently
intelligent software can cope (and use timings to distinguish the Meta
key from the user's hitting a ^A). I've done it once before, but left
my code behind when I left the company that I was working for.
