In emacs-18.51, using an H19 terminal emulator, emacs used to use the h19 insert character mode. However, we have just upgraded to version 18.52, and now emacs always redraws the remainder of the line. The same problem exists with deleting a single character: emacs tries to redraw the whole line. This despite the fact that the termcap entry is correct.
