[comp.emacs] how can I obtain the GNU Emacs Lisp programmer's manual?

I had heard that a draft version of the GNU Emacs ELisp programmer's
manual/guide is available somewhere for anonymous ftp.  If so, please
let me know how I can ftp a copy.  If not, please let me know how I
could get a copy some other way.  Thanx.
