[comp.emacs] Microemacs problems on VMS 5.1

I have MicroEmacs 3.9 running on our VMS system.  It worked fine until
the system was upgraded to VMS 5.1.  Now, there seems to be some funny
business with the OS trapping control characters.  Has anyone out there
found a fix for this?
