[net.unix-wizards] bind address protection

ok, I know I've seen this somwhere before but I get "bind: permission denied"
when I try to run whois as me but when I run it as root I works fine.
How do bind addresses have protections.  I've seen this before but I
cant remember what I did..... HELP!!!

You can not bind a source address less than some minimum configured
(usually 1000 or 2000) unless you are root.  This keeps random users
from mucking around with the low numbers that are allocated to trusted
system utilities.

I suspect you are trying to bind to an address in the previledged range
( 1 - 1023 ).
