[comp.emacs] modeline-upside-down windows?

How silly would it be to have a way to put the mode line on the top of
the windows and the minibuffer window on the top of the display? The
reason I ask is that I've been using GnuEmacs on some HP terminals. Sometimes
when it needs to scroll, it does a half-screen scroll up which drags the
mode line with it. It puts the mode line back down, but the behavior is
annoying. If the mode line were on top the the terminfo stuff could
probably decide to use the terminal's "memory lock" function to avoid
scrolling the mode line.

Reversing the order of such things might also be confusing enough on
regular emacs users to be maddening, though....
