Is there a elisp programmer's manual available which defines the standard emacs functions? I've got the GNU_Emacs manual - but this one describes only the interactive usage of the functions. I think what you want is GNU Emacslisp Reference Manual. I describes all the functions and a lot more. It's only fault is it's almost 600 pages (one sided) long. I'm sorry I don't know where you can get your hands on that (I had it already on my system in Emacs's info tree) but if you haven't been able to locate it in a resonable time, you could contact jkp@cs.hut.fi. He is the Emacs "guru" in my university and he surely has a valid pointer to a site where it can be found. But please wait first; maybe someone reading this group already knows it.
