[comp.emacs] mode on $

I just installed gnu-emacs on a SS1 running SunOS4.3
I am installed it using the Makefile in the main directory $(BUILD)
I ran make, then make install.
I now have a directory $(EMACS) which contains the following
subdirectories:
	etc,info, lisp and lock, all of which are writable by everybody. Is 
that normal. I don't like having whole directories with 777 mode.
My second question is a matter of ownership: I usually make a passwd entry for
the software I install. Will it be a problem if the $(EMACS) Directory
does not belong to root or bin?
