[comp.emacs] manual entry should prompt with nearby text

You know this one:

	find-tag:
	[...]
	 If TAGNAME is a null string, the expression in the buffer
	around or before point is used as the tag name.

How about manual-entry doing the same?  (And of course it should use
separate buffers for each man page, etc. like a version I have does.)
