This may not be a bug and may have come up before but I am puzzled: The system in question is a VAX 4.3BSD. I found several commands, namely e, ex, mail, and grep, with duplicated entries in the standard PATH directories. The first three I can understand the intention. But grep exists in both /bin and /usr/ucb with source files in the corresponding areas. The two source files look similar but not identical. My questions area: Why two "grep"?
