How is this idea, might have objections to it of course. Publish a lot more papers, with a core papers/presented papers /sample papers/representative papers (I dont know which is appropriate, probably a combination of all criteria). These could be decided by vote by the conference attendees. These papers published in say volume 1. of conf.proceedings, and the remaining published in rest volumes of conf. proceedings. This way we get a small set of papers that can be purchased by those with limited funds/reading time; and then volumes devoted to more dedicated stuff (afterall you wouldn't be at the conference submitting papers to it if you were not interested in A.I.).
