[news.stargate] Restricting Moderated News Groups

From what I read about the announcement of Stargate, it seems to me that the
main service they wish to provide is a lowered cost of receiving news groups.
If I'm on the right track, I don't see how this should interfere with other
sites' reception of moderated news groups.  For example, if a site decided to
get news via Stargate rather than by phone, that should not prevent its own
redistribution of news by phone; thus links to other machines are not broken
and may even be somewhat more timely thanks to the Stargate feed.
On the other hand, a site that elects not to use Stargate sees no changes in
its news feed; they just don't get the benefit of reduced cost, that's all.

The way I read it, the advent of Stargate seems to be analogous to saying
"I can take a cross-country trip either by car or now by plane."  Just because
the plane is here doesn't mean that the car cannot be used.

What am I missing here?  Why is Stargate trying to limit moderated news group
feeds?  They don't need to, with the cost incentive to subscribers.  Please
enlighten me.  I would appreciate it.
