In the past I have noted several articles regarding reading tar format
tapes from VMS.  

The responses resulted in methods of passing tar files from unix to 
vms to unix hosts.

I would like to know if there is any s/w which actually allows VMS
to convert tar files into VMS files that can be manipulated on
VMS hosts.

The DEC/Shell, available from DEC, has a "tar" utility that reads
and writes tar tapes fully compatible with the UNIX(tm) tar.  File
names get converted to lower case, and semicolons separated file
name and version (in VMS-land) are converted into dots in the UNIX
file name.
