[news.admin] Is comp.os.vms moderated or unmoderated?

Is the VMS newsgroup moderated or unmoderated?  My active file indicates
that it is unmoderated, but when I attempted to post a message to the
newsgroup it looks like it got bounced by two different VAX sources.
