[news.admin] Moderation/Unmoderation change control messages

Greetings...

Within the past 24 hour period, I have received a flurry of messages changing
groups from moderated to unmoderated.  Just a bit later I have received 
messages from another site changing some of these same groups back to
moderated status.  

What is going on?

Someone at nfsun.UUCP messed up and sent out a bunch of newgroup control
messages without the proper distribution line (either company or local)
and some astute people noticed and undid the damage.  Now just *what* is
comp.ibm.binaries.d?

I received the same messages, also a whole bunch of create newsgroups.  The
newsgroups already existed here (mostly).  I suspect that a new node has
come online and that the news admin is not really clear on 'inews -C'.  It
probably won't happen again and isn't worth flaming about.

(Also - I did the same thing but my feed caught them before they got out
 to the net.  So I tend to be a little forgiving ... )

Perhaps the default distribution for create messages should be
"local"? This seems to be a common problem. Been bit by it myself.

Actually, the responsible individual (who is quite humbled and repentant)
*did* specify a distribution line; the command was

    /usr/lib/news/inews -d world -C ...

Not sure what possesed him/her (names have been changed to protect the
guilty ;-) ) to specify 'world' distribution--the default of 'local'
would have done the right thing.  Anyway, I tried to stomp the things
out before they got off ditka, but a few either leaked out this way
or via nfsun's link to uunet.

BTW, this might not have been quite so bad if more frequent--and more
accurate--checkgroup messages came around.  Haven't noticed one for a
while now, and the last few I saw wanted to remove several quite live
newsgroups.  Anybody know what's happening?  Spaf?
