Most Europeans are forbidden to mail to America. Even those who are allowed to often don't get through. E.g., my comment and vote didn't get through, and I am unusually well-connected for England, and I assume the vote-taker was reasonably well-connected. Moderation will cut off contributions from most people in most of the rest of the world.
