Since the net has more-or-less shed itself of the backbone cabal, it's not at all clear who would be able to move groups around. I guess we'll have to vote, assuming some champion can be found (don't vote now, I don't care and I won't count your votes if you mail or post them and noone else will either). Moving the other groups wasn't really "part of a deal", since no real deal was struck. And in any case the backbone of that time is a nonentity at this point so there's probably noone to yell at for broken promises.
