I still feel that mention needs to be made regularly (monthly ?) in news.announce.newusers and news.groups about the existence of the "inet" distribution and the precise method that can be used to request that a mailing-list promoted to an "inet" newsgroup. Another regular posting to news.announce.newusers and news.groups that is needed is "How to setup and manage a mailing-list" or perhaps the address of some kind soul who is willing to answer such questions from would-be mailing list folks. These really need to be separated from the existing regular postings so that the existing confusion about these two items will be widely removed from net.folks.
