[news.admin] Articles Not Accumulating in /usr/spool/news/junk

I have deleted via rmgroup and readded via inews -C junk the junk news 
directory. Why am I not getting homeless news articles in my junk directory?
I thought I always used to. After messages like this in errlog I thought
there should exist one article in junk for each entry. Am I wrong?

These messages get created by two kinds of articles - those with no
valid newsgroups, and those with some valid and some invalid newsgroups.
The former kind will have a second errlog line about
	"No valid newsgroups - moved to junk"
but the second kind will just get the lines you saw.  For instance,
this article is crossposted to news.admin and nj.test.  Those of you
outside New Jersey  will probably get an errlog line, but you'll see
the article in news.admin and not junk.
