[news.admin] CALL FOR VOTES: news.announce.newgroups

Group name: news.announce.newgroups . An informal poll I took regarding whether
	    this group should be under news.announce or news.groups was,
	    unfortunately, inconclusive (the vote was 14-13, and if I add in
	    my own vote it comes out 14-14). The telling point to me was that
	    the news.announce area is generally in the required subscription
	    list for new users. It is also where all other moderated groups
	    in the news heirarchy are, except news.lists which is it's own
	    sub-heirarchy. I hope that having "newgroups" in the name will
	    pacify some of those who favored having the group under news.groups

Group charter: This group will contain all new newsgroup proposals (calls for
	       discussion), calls for votes, and voting results. It will 
	       contain ONLY calls for discussion, calls for votes, voting
	       results, and possibly an occasional posting of the newsgroup
	       creation guidelines. Other proposals having to do with the 
	       newsgroup creation procedure will be accepted if they are in
	       the form of a call for discussion.  NO followups will be 
	       allowed. Followups will be directed to news.groups, where all 
	       discussions will take place. It is intended that all new 
	       newsgroup creations will happen via this group. The newsgroup
	       creation guidelines will be changed to reflect this.

Moderator: The group will be moderated by me (Greg Woods, woods@ncar.ucar.edu)

Moderation policy: All articles which are not in the group charter as defined
		   above will be rejected outright. Violations of the newsgroup
		   creation guidelines which appear to be inadvertent will 
		   be rejected with explanation. Articles which are in 
		   violation of the guidelines but which contain language 
		   making it clear that the violation is intentional will
		   be accepted provided they are within the group charter.
		   Poorly-formed proposals, or proposals for groups which
		   already exist, or proposals which have recently been voted
		   down will be rejected with explanation, with the provisio
		   that if after the explanation the poster still wants to
		   post the proposal, it will be accepted. Proposals
		   which have been rejected and then revised and resubmitted
		   by the proposer will be considered as new proposals.

Intent of the group: It is intended that subscribing to this group will be
		     necessary AND sufficient to keep abreast of the status
		     of all new group proposals, and that the volume of the
		     group will be kept low with a high signal to noise
		     ratio, so that almost everyone should be able to subscribe
		     to this group (standard for the news.announce heirarchy).
		     In order for that intention to be a success, it will be 
		     necessary to REQUIRE that all new group proposals happen 
		     via this group. People who wish to participate in or 
		     follow the discussion of a new newsgroup proposal may do 
		     so by subscribing to news.groups.

To vote: Reply to this article or send mail to woods@ncar.ucar.edu. In order
	 for a vote to count, it must be explicitly for or against THIS
	 proposal AS STATED. Ambiguous votes will be returned. I do not
	 guarantee to respond to comments on the proposal; I think it has
	 been discussed to death by now.
