[news.admin] printer queues STICK!

My printer queues keep sticking!  It happens mostly with our Postscript
printers, but also with our LaserJet Plus.  I thought maybe it was the
operating system, SunOS 3.4, but we just upgraded to version 4.0.3 and
the problem recurs.

The short term solution is to abort the daemon and restart it, but it
happens too frequently, especially since I am the one who has to do it
for a user community of 100 users.

Is there something I should look into?  Or does a late version of
transcript fix this as a known bug?

On our systems (NCR Towers running SYS5R2) this happens also.  We have
been told that this is a problem with the 'lp' suite originating long
ago (before file locking) and having to do with two processes opening
the same lock file at the same time.  If this is the case with yours
also, you can either re-write lp to use file locking instead of lock
files (HA) or live with the problem.
