Dear Old-Timers:

Disclaimer:  This may not be the right place to post.  This may
not be the right group to ask.  These may not be the right
questions...

I am wondering what restrictions apply to commercial use of
arpanet, uunet, et al.  For example: if someone had an infor-
mation source (lets say MEDLINE) that others wanted access to
and yet there was some cost associated with the access, could
one set up a 'pay-per-view' service through NEWS, or generally
over the net?

Who administers NEWS, arpanet, uunet etc?  Under what charter
or agency do they operate?  Who should I be asking these
questions of?

Yes, information should be free, to answer a question before
it is asked.  Also, we should ban automobiles and fire all
the politicians.  SOme information has acquisition costs
and will only be made available if money can be made from
selling it...  OK enough said.  Please answer or direct me
to the proper  group/person/entity...
