[news.admin] Is my B 2.11 behaving normally?

I have just installed News Version B 2.11 which seems to be running 
fine except for one minor problem.

My configuration is a little unusual because the primary machine on 
our network (Sun3 SunOS 3.5) that is connected to the outside world 
via uucp, does'nt have enough disk space to maintain more than about 
2 days of news, so when news arrives I spool it into SPOOLDIR/.rnews 
and then have cron invoke a script that rcp's the files to a second 
machine on our internal network. On the second machine, (HP 9000/300 hpux 6.5),
I invoke rnews -U to unspool the news. To post news from the second 
machine, I use rsh to remotely execute uux on the primary machine and this
seems to work fine as well.

The problem I'm experiencing is that when rnews -U unspools the news, any 
articles posted to groups that my active file says are moderated, are mailed
to <backbone site>!<moderator alias>.

I realize that my active file is not current and that these groups are
probably not moderated anymore, but I would expect articles posted locally
to be mailed to the group moderator and not un-Approved articles that are
recieved from my news feed.

Can anyone tell me whether this behaviour is normal ???
