Which leads me to believe that the current method of specifying connectivity needs to be redone. There are two ideas that spring to mind: 1) Propogation delay weighting For each site you send mail to, indicate the *average* delay (in minutes) for sending a message to that site. Minor fudging could be allowed for very fast (or very slow) links to indicate reduced transmission time. Probably not more than +/- 2, although I haven't given this a lot of thought. 2) Transmission cost weighting Each site indicates the cost per kilobyte to transmit the message.
