[news.admin] Starting a new discussion area

A few weeks ago we have started a discussion in news.groups on
initiating a new discussion area named comp.infosystems. Before starting
the call for votes we would like to have some answers on a few questions
These are:

If the call for votes succeeds, who starts this discussion area? If
it is us, how do we do this?

Are there any additional costs connected with starting a new discussion
area, other than the normal costs connected with using RN/Usenet?

Traditionally, it's the party who proposed the group in the first place.
I however don't recall ever seeing any written guideline on this, so in
practice it seems to be whoever posts the first article.
